KADİR BAL


Kadir Bal, Chief Commercial Counselor at the Embassy of Turkey in Washington, DC, graduated from Middle East Technical University, Faculty of Mechanical Engineering, in Ankara, Turkey in 1989. From 1989 to 1991, Mr. Bal worked as a project engineer in the Turkish Electromechanical Industry in Ankara. In 1991, he started working at the Undersecretariat of the Prime Ministry for Foreign Trade in Turkey. Mr. Bal served as Assistant Commercial Counselor at the Turkish Embassy in Ottawa, Canada from 1997 to 2000. He completed his MBA with a concentration in Finance from the University of Ottawa during this time. After returning to Turkey Mr. Bal was appointed as Head of Department in the Directorate General for Importation within the Undersecretariat for Foreign Trade. During his term, Mr. Bal introduced important safeguard measures in importation. In 2004, he was promoted to Deputy Director General in the Directorate General for Importation and was responsible for the establishment of import policies for agricultural products and utilization of trade policy instruments such as anti-dumping and safeguard actions against imports injuring the Turkish domestic industry. Mr. Bal was also actively involved and headed the Turkish team in the negotiations of textile and clothing quotas with China in 2006 and 2007. He was also involved in the settlement of dispute between the U.S. and Turkey regarding rice importation policies of Turkey at the World Trade Organization. Mr. Bal was appointed Chief Commercial Counselor at the Embassy of Turkey in Washington, DC in January 2008.
